Ukraine already made a separate peace with the Central Powers on February 9, 1918, the so-called »bread peace«. Soviet Russia had to waive its sovereign rights in Poland, Lithuania and Courland. Estonia and Livonia as well as almost the entire area of Belarus remained occupied by German troops. Ukraine and Finland were recognized as inde-pendent states.
